This measure raises important concerns about the future of infrastructure investment, the stability of contractual frameworks and Europe’s ability to mobilise private capital for the modernisation and decarbonisation of transport.

🚧 Why does it matter?

  • Investment capacity: ensuring that motorway operators can continue investing in road safety, maintenance, modernisation and the energy transition.
  • Legal certainty and investor confidence: preserving stable and predictable contractual and regulatory frameworks.
  • European competitiveness: safeguarding the attractiveness of long-term infrastructure projects and the expertise of European infrastructure companies.
  • A level playing field: ensuring proportionate taxation and fair conditions across transport modes and operators.

Road infrastructure is a cornerstone of Europe’s economy, supporting the movement of people and goods and underpinning trade and economic exchange across the continent.

As Europe faces many challenges:  decarbonization, climate change adaptation, resilience & modernisation  of infrastructure, military mobility plan, a stable, proportionate and predictable framework is essential to sustain investment and deliver on our shared ambitions.

Protecting infrastructure investment is essential to Europe’s competitiveness.
